Buna kar\u015f\u0131l\u0131k 2018 Y\u0131l\u0131nda 23.069.500,13.-TL tahsilat yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>2018 Y\u0131l\u0131 Gider B\u00fct\u00e7esi 24.000.000,00 TL ve 4.000.000,00 TL ek b\u00fct\u00e7e ile birlikte 28.000.000,00.-TL olarak kabul edilmi\u015ftir. Belediyemizde m\u00fcnhal bulunan 1 dereceli Park ve Bah\u00e7eler M\u00fcd\u00fcr\u00fc kadrosunun iptal edilerek yerine 1 dereceli \u0130nsan\u00a0 Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcr\u00fc kadrosu ihdas edilmesine, Belediye ve Ba\u011fl\u0131 kurulu\u015flar ile Mahalli \u0130dare Birlikleri Norm Kadro \u0130lke ve Standartlar\u0131 Y\u00f6netmeli\u011fince bu hususta tanzim edilecek kadro iptal ve ihdas cetvelinin onaylanmas\u0131na ve \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc kurularak 5393 Say\u0131l\u0131 Belediye Kanunun 15\u2019 inci maddesinin (b) bendi ( Kanunlar\u0131n belediyeye verdi\u011fi yetki \u00e7er\u00e7evesinde y\u00f6netmelik \u00e7\u0131karmak, belediye yasaklar\u0131 koymak ve uygulamak, kanunlarda belirtilen cezalar\u0131 vermek.) gere\u011fi haz\u0131rlanan Belediyemiz \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc G\u00f6rev ve \u00c7al\u0131\u015fma Y\u00f6netmeli\u011fi;<\/p>\n<p>&nbsp;<\/p>\n<p>TA\u015eK\u00d6PR\u00dc BELED\u0130YE BA\u015eKANLI\u011eI<\/p>\n<p>\u0130NSAN KAYNAKLARI VE E\u011e\u0130T\u0130M M\u00dcD\u00dcRL\u00dc\u011e\u00dc<\/p>\n<p>G\u00d6REV VE \u00c7ALI\u015eMA Y\u00d6NETMEL\u0130\u011e\u0130<\/p>\n<p>&nbsp;<\/p>\n<p>B\u0130R\u0130NC\u0130 B\u00d6L\u00dcM<\/p>\n<p>Ama\u00e7, Kapsam, Dayanak ve Tan\u0131mlar<\/p>\n<p>&nbsp;<\/p>\n<p>Ama\u00e7<\/p>\n<p>MADDE 1- Bu y\u00f6netmeli\u011fin amac\u0131, Ta\u015fk\u00f6pr\u00fc Belediyesi \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn, kurulu\u015f, g\u00f6rev, yetki ve sorumluluklar\u0131 ile \u00e7al\u0131\u015fma usul ve esaslar\u0131n\u0131 d\u00fczenlemektir.<\/p>\n<p>Kapsam<\/p>\n<p>MADDE 2- Bu y\u00f6netmelik \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ndeki personelin g\u00f6rev, yetki ve sorumluluklar\u0131 ile \u00e7al\u0131\u015fma usul ve esaslar\u0131n\u0131 kapsar.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Dayanak<\/p>\n<p>MADDE 3- Bu y\u00f6netmelik, 5393 say\u0131l\u0131 Belediye Kanunu ve y\u00fcr\u00fcrl\u00fckteki di\u011fer ilgili mevzuat h\u00fck\u00fcmlerine istinaden haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n<p>Tan\u0131mlar<\/p>\n<p>MADDE 4- Bu y\u00f6netmelikte ge\u00e7en ;<\/p>\n<p>Belediye \u00a0\u00a0\u00a0: Ta\u015fk\u00f6pr\u00fc Belediyesini,<\/p>\n<p>Ba\u015fkanl\u0131k\u00a0 : Ta\u015fk\u00f6pr\u00fc Belediye Ba\u015fkanl\u0131\u011f\u0131n\u0131,<\/p>\n<p>M\u00fcd\u00fcrl\u00fck\u00a0 : \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fc,<\/p>\n<p>Personel : \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nde g\u00f6revli t\u00fcm personelleri ifade eder.<\/p>\n<p>&nbsp;<\/p>\n<p>\u0130K\u0130NC\u0130 B\u00d6L\u00dcM<\/p>\n<p>Te\u015fkilat ve Ba\u011fl\u0131l\u0131k<\/p>\n<p>Te\u015fkilat<\/p>\n<p>MADDE 5- \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc, M\u00fcd\u00fcr, \u0130nsan Kaynaklar\u0131 Birimi ve yeteri kadar personelden olu\u015fmaktad\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>Ba\u011fl\u0131l\u0131k<\/p>\n<p>MADDE 6- \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc, Belediye Ba\u015fkan\u0131na veya g\u00f6revlendirece\u011fi Ba\u015fkan Yard\u0131mc\u0131s\u0131na ba\u011fl\u0131d\u0131r. Ba\u015fkan bu g\u00f6revi bizzat veya g\u00f6revlendirece\u011fi ki\u015fi eliyle y\u00fcr\u00fct\u00fcr.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00dc\u00c7\u00dcNC\u00dc B\u00d6L\u00dcM<\/p>\n<p>G\u00f6rev, Yetki ve Sorumluluk<\/p>\n<p>M\u00fcd\u00fcrl\u00fc\u011f\u00fcn G\u00f6revleri<\/p>\n<p>MADDE 7 \u2013<\/p>\n<p>1- Ta\u015fk\u00f6pr\u00fc Belediyesi insan g\u00fcc\u00fc politikas\u0131 ve planlamas\u0131 konusunda \u00e7al\u0131\u015fmalar yapmak ve tekliflerde bulunmak,<\/p>\n<p>2- Ta\u015fk\u00f6pr\u00fc Belediyesi personelinin atama, nakil, terfi, emeklilik ve benzeri \u00f6zl\u00fck i\u015flemlerini y\u00fcr\u00fctmek,<\/p>\n<p>3- Ta\u015fk\u00f6pr\u00fc Belediyesi te\u015fkilat\u0131n\u0131n e\u011fitim plan\u0131n\u0131 haz\u0131rlamak, uygulamak ve de\u011ferlendirmek,<\/p>\n<p>4- \u0130\u015fe ve ihtiyaca uygun personelin \u00f6zelliklerini belirlemek, gelen adaylar\u0131n i\u00e7inden se\u00e7im yapmak, i\u015fe ba\u015flat\u0131lma i\u015flemlerini y\u00fcr\u00fctmek ve ilgili makamlar\u0131n onay\u0131na sunmak,<\/p>\n<p>5- Personelin \u00f6zl\u00fck ve di\u011fer sosyal haklar\u0131 ile ilgili g\u00f6rev de\u011fi\u015fikli\u011fi \u00f6d\u00fcl ve disiplin i\u015flerini y\u00fcr\u00fctmek,<\/p>\n<p>6- B\u00fct\u00fcn personelin \u00f6zl\u00fck dosyalar\u0131n\u0131 muhafaza etmek,<\/p>\n<p>7- Personelin sosyal g\u00fcvenlik kurulu\u015flar\u0131yla irtibat\u0131n\u0131 sa\u011flamak,<\/p>\n<p>8- Personelin izin, istifa, emeklilik i\u015flemlerini yapmak,<\/p>\n<p>9- Amirlerince Kanun, T\u00fcz\u00fck, Y\u00f6netmelik, Genel emirler ve di\u011fer mevzuatlara uygun olarak verilecek her t\u00fcrl\u00fc g\u00f6revleri zaman\u0131nda ve eksiksiz olarak yerine getirmek,<\/p>\n<p>10- Kurum personelinin kurumlar aras\u0131 yer de\u011fi\u015ftirme ve nakil i\u015flemleri ile ba\u015fka kurumlardan naklen gelecek personelin i\u015flemlerini yapmak,<\/p>\n<p>11- Mevzuat gere\u011fince personelin mal beyan\u0131nda bulunmas\u0131n\u0131 sa\u011flamak,<\/p>\n<p>12- Kadro de\u011fi\u015fiklik, iptal ve ihdas kadro cetvelini haz\u0131rlamak,<\/p>\n<p>13- Personele g\u00f6rev alan\u0131 ile ilgili e\u011fitimin verilmesini sa\u011flamak,<\/p>\n<p>14- M\u00fcd\u00fcrl\u00fc\u011f\u00fcn Genel Evrak ak\u0131\u015f\u0131n\u0131 d\u00fczenlemek ve ar\u015fivlemek,<\/p>\n<p>M\u00fcd\u00fcrl\u00fck Yetkisi<\/p>\n<p>&nbsp;<\/p>\n<p>MADDE 8 &#8211; \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc, bu y\u00f6netmelikte say\u0131lan g\u00f6revleri ve 5393 say\u0131l\u0131 Belediye Kanununa dayanarak Belediye\u00a0 Ba\u015fkan\u0131nca kendisine verilen t\u00fcm g\u00f6revleri kanunlar \u00e7er\u00e7evesinde yapmaya yetkilidir.<\/p>\n<p>M\u00fcd\u00fcrl\u00fc\u011f\u00fcn Sorumlulu\u011fu<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>MADDE 9 &#8211; \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc, Belediye Ba\u015fkan\u0131nca verilen\u00a0 ve bu y\u00f6netmelikte tarif edilen g\u00f6revler ile ilgili yasalarda belirtilen g\u00f6revleri gereken \u00f6zen ve \u00e7abuklukla yapmak ve y\u00fcr\u00fctmekle sorumludur.<\/p>\n<p>&nbsp;<\/p>\n<p>M\u00fcd\u00fcr\u00fcn G\u00f6rev, Yetki ve Sorumlulu\u011fu<\/p>\n<p>MADDE 10 \u2013<\/p>\n<p>1- \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fc Ba\u015fkanl\u0131k Makam\u0131na kar\u015f\u0131 temsil eder<\/p>\n<p>2- M\u00fcd\u00fcrl\u00fc\u011f\u00fcn y\u00f6netiminde tam yetkili ki\u015fidir. M\u00fcd\u00fcrl\u00fc\u011f\u00fcn her t\u00fcrl\u00fc \u00e7al\u0131\u015fmalar\u0131n\u0131 d\u00fczenler.<\/p>\n<p>3- \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn Harcama Yetkilisi ve M\u00fcd\u00fcrl\u00fck personelinin disiplin amiridir.<\/p>\n<p>4-\u00a0 \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc ile di\u011fer m\u00fcd\u00fcrl\u00fckler aras\u0131nda koordinasyonu sa\u011flar.<\/p>\n<p>5- Yasalarla verilen her t\u00fcrl\u00fc ek g\u00f6revi yapar.<\/p>\n<p>6-\u00a0 \u0130nsan Kaynaklar\u0131 ve E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc yukar\u0131da say\u0131lan g\u00f6revleri ve 5393 Say\u0131l\u0131 Kanuna dayanarak Belediye Ba\u015fkan\u0131nca kendisine verilen t\u00fcm g\u00f6revleri kanunlar \u00e7er\u00e7evesinde yapmaya yetkilidir.<\/p>\n<p>\u0130nsan Kaynaklar\u0131 Biriminin G\u00f6revleri<\/p>\n<p>&nbsp;<\/p>\n<p>MADDE 11-<\/p>\n<p>1- Personel ile ilgili b\u00fct\u00fcn yaz\u0131\u015fmalar\u0131 yasalar \u00e7er\u00e7evesinde yerine getirmek,<\/p>\n<p>2- Memur personelin terfileri ve intibaklar\u0131 ile ilgili i\u015f ve i\u015flemleri yapmak,<\/p>\n<p>3- Kadro iptal ve ihdaslarla ilgili Meclise teklif yaz\u0131lar\u0131n\u0131 haz\u0131rlamak<\/p>\n<p>4- Y\u0131ll\u0131k, mazeret, hastal\u0131k, ayl\u0131ks\u0131z izin i\u015flemlerini yapmak ve takip etmek,<\/p>\n<p>5- Memur personelin hizmet birle\u015ftirilmesi i\u015flemlerini yapmak, hizmet belgelerini haz\u0131rlamak ve kontrollerini yapmak,<\/p>\n<p>6- Memur personelin emeklilik, hizmet ihyas\u0131, bor\u00e7lanma, toptan \u00f6deme ve kesenek iadesi ile ilgili i\u015flemleri yapmak,<\/p>\n<p>7- \u00c7al\u0131\u015fan personelle ilgili mahkeme a\u015famalar\u0131n\u0131 izlemek ve sonu\u00e7lar\u0131n\u0131 tescil etmek,<\/p>\n<p>8- Personelin kimlik kart\u0131 tadilat izni vermek.<\/li>\n<li>g) 4708 say\u0131l\u0131 Yap\u0131 Denetimi Hakk\u0131nda Kanun gere\u011fi hakedi\u015f, i\u015f bitirme, seviye tespit tutana\u011f\u0131, denet\u00e7i sicil enerji kimlik belgesi kontrol\u00fc ve onay\u0131.<\/li>\n<li>l) M\u00fcd\u00fcrl\u00fck personeli ile ilgili hizmetleri y\u00fcr\u00fctmek, hizmet i\u00e7i e\u011fitim i\u00e7in kurslar a\u00e7mak, a\u00e7t\u0131rmak ve seminerler d\u00fczenlemek.<\/li>\n<li>m) Konusu ile ilgili Belediye Gelirlerinin ve harcamalar\u0131n\u0131n tahakkuklar\u0131n\u0131 yapmak, Mali Hizmetler ile ilgili birime iletmek.<\/li>\n<li>n) Ba\u015fkanl\u0131k taraf\u0131ndan istenen m\u00fcd\u00fcrl\u00fck g\u00f6revleri ile ilgili rapor ve et\u00fctleri haz\u0131rlamak.<\/li>\n<li>o) Konusu ile ilgili ara\u015ft\u0131rma, planlama, koordinasyon, geli\u015ftirme program ve hizmetlerini y\u00fcr\u00fctmek, gerekti\u011finde hizmet sat\u0131n almak<\/li>\n<\/ol>\n<p>(2) M\u00fcd\u00fcr\u00fcn G\u00f6rev, Yetki ve Sorumluluklar\u0131: \u0130mar ve \u015eehircilik M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn g\u00f6rev ve sorumluluk alan\u0131na giren konular\u0131 Belediye Ba\u015fkan\u0131 ve\/veya Ba\u015fkan Yard\u0131mc\u0131s\u0131ndan gelen talimatlar do\u011frultusunda sorumlu oldu\u011fu b\u00fct\u00fcn yasal mevzuat h\u00fck\u00fcmlerine uygun olarak yerine getirmekle g\u00f6revlidir.<\/p>\n<ol>\n<li>a) \u0130mar ve \u015eehircilik M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn g\u00f6rev alan\u0131na giren b\u00fct\u00fcn konularda personelle ilgili olarak idari unvan vermemek \u015fart\u0131 ile gerekli g\u00f6revlendirmeleri yapmak, kendisine ba\u011fl\u0131 birim ve birim sorumlular\u0131n\u0131n g\u00f6revlerini tespit ve tayin ile uygulamalar\u0131n\u0131 takip etmek, faaliyetlerini denetlemek, aksakl\u0131klar\u0131n\u0131 gidermek, y\u0131ll\u0131k, ayl\u0131k, haftal\u0131k ve gerekirse g\u00fcnl\u00fck \u00e7al\u0131\u015fma programlar\u0131n\u0131 haz\u0131rlamak, haz\u0131rlatmak ve bu programlara g\u00f6re sevk ve idarelerini temin etmek, bu konularla ilgili olarak \u00fcst makamlara gerekli raporlar\u0131 sunmak.<\/li>\n<li>b) \u0130mar ve \u015eehircilik M\u00fcd\u00fcrl\u00fc\u011f\u00fc personelinin 1.sicil amiri olmas\u0131 nedeniyle personelle ilgili disiplinsizliklere ve \u00e7al\u0131\u015fma \u015fartlar\u0131n\u0131 bozucu eylemlere m\u00fcsaade etmemek, toplam kalite y\u00f6netimi ve verimlilik i\u00e7in \u00e7al\u0131\u015fma \u015fartlar\u0131n\u0131 iyile\u015ftirmek ve prensipler koymak, personel i\u00e7in kurs ve seminerler tertip etmek ve ettirmek.<\/li>\n<li>c) M\u00fcd\u00fcrl\u00fck personelinin performans durumunu izlemek, de\u011ferlendirmek ve gerekli ceza ve m\u00fck\u00e2fat i\u00e7in \u00fcst makamlara teklifte bulunmak.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>\u00e7) M\u00fcd\u00fcrl\u00fc\u011f\u00fcn \u00e7al\u0131\u015fmalar\u0131 ile ilgili personelle mutad bilgilendirme ve isti\u015fare toplant\u0131lar\u0131 tertip etmek, bu toplant\u0131lardan ba\u011fl\u0131 bulundu\u011fu idareyi bilgilendirmek.<\/p>\n<ol>\n<li>d) Personelin izin planlar\u0131n\u0131 yapmak ve izinlerini kulland\u0131rmak, izin, rapor, do\u011fum, \u00f6l\u00fcm vb. konularda yaz\u0131\u015fmalar\u0131 takip Ta\u015fk\u00f6pr\u00fc il\u00e7esi s\u0131n\u0131rlar\u0131 i\u00e7erisinde bulunan parsellere ait yap\u0131la\u015fma \u015fartlar\u0131, imar planlar\u0131na ve plan notlar\u0131na g\u00f6re imar durum b\u00fcrosu taraf\u0131ndan belirlenir.<\/p>\n<p>(4) \u0130mar Durum B\u00fcrosu \u015eefinin G\u00f6rev ve Yetkileri:<\/p>\n<ol>\n<li>a) B\u00fcroda g\u00f6rev yapan t\u00fcm personelin g\u00f6revlerini kanun ve y\u00f6netmelik \u00e7er\u00e7evesinde yapmalar\u0131n\u0131 takip etmek, sevk ve idarelerini yapmak, aksakl\u0131klar\u0131 gidermek.<\/li>\n<li>b) B\u00fcro hizmetlerinin tam ve eksiksiz olarak zaman\u0131nda yerine getirilmesini sa\u011flayarak aksayan konularla ilgili olarak m\u00fcd\u00fcrl\u00fck makam\u0131na bilgi vermek, raporlar haz\u0131rlamak.<\/li>\n<li>c) M\u00fcd\u00fcrl\u00fc\u011f\u00fcn g\u00f6rev alan\u0131na giren konularla ilgili olarak di\u011fer b\u00fcrolarla gerekli koordinasyonu sa\u011flamak.<\/li>\n<\/ol>\n<p>\u00e7) B\u00fcroda g\u00f6revli personelin izin planlar\u0131n\u0131 yaparak m\u00fcd\u00fcrl\u00fck makam\u0131na sunmak.<\/p>\n<p>(5) \u0130mar Durum B\u00fcrosunun G\u00f6revleri:<\/p>\n<ol>\n<li>a) Ta\u015fk\u00f6pr\u00fc il\u00e7esi s\u0131n\u0131rlar\u0131 d\u00e2hilinde bulunan parsellere ait imar durumlar\u0131n\u0131, in\u015faat istikamet ve kot-kesit r\u00f6levelerini 1\/1000 \u00f6l\u00e7ekli Uygulama \u0130mar Planlar\u0131na uygun olarak d\u00fczenlemek.<\/li>\n<li>b) \u0130mar Kanunu\u2019nun 15 ve 16. maddelerine g\u00f6re parsellerin ifraz, tevhit ve terk i\u015flemlerini y\u00fcr\u00fctmek, enc\u00fcmene teklif ve de\u011fi\u015fiklik beyannamelerini haz\u0131rlamak, onaylamak ve enc\u00fcmen taraf\u0131ndan karar al\u0131nd\u0131ktan sonra gere\u011fi i\u00e7in kadastro ve\/veya Tapu Sicil M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne g\u00f6ndermek.<\/li>\n<li>c) Bu konularla ilgili olarak Mahkemeler ve di\u011fer kamu kurumlar\u0131 taraf\u0131ndan g\u00f6rev alan\u0131na giren konularda istenilen bilgileri vermek, yaz\u0131\u015fmalar\u0131 yapmak.<\/li>\n<\/ol>\n<p>\u00e7) \u0130mar Durum B\u00fcrosunun g\u00f6revlerine ait evraklar\u0131n suret tasdikini yapmak.<\/p>\n<p>(6) Proje Ruhsat B\u00fcrosu: Proje ruhsat b\u00fcrosu; b\u00fcro \u015fefi ve b\u00fcro \u015fefine ba\u011fl\u0131 olarak g\u00f6rev yapacak teknik personelden olu\u015fur. Ta\u015fk\u00f6pr\u00fc Belediyesi s\u0131n\u0131rlar\u0131 i\u00e7erisinde yap\u0131lacak olan in\u015faatlara yap\u0131 izin belgeleri, proje ruhsat b\u00fcrosu taraf\u0131ndan d\u00fczenlenir.<\/p>\n<p>(7) Proje Ruhsat B\u00fcro \u015eefinin G\u00f6revleri:<\/p>\n<ol>\n<li>a) B\u00fcroda g\u00f6rev yapan t\u00fcm personelin g\u00f6revlerini kanun ve y\u00f6netmelik \u00e7er\u00e7evesinde yapmalar\u0131n\u0131 takip etmek, sevk ve idarelerini yapmak, aksakl\u0131klar\u0131 gidermek.<\/li>\n<li>b) B\u00fcro hizmetlerinin tam ve eksiksiz olarak zaman\u0131nda yerine getirilmesini sa\u011flayarak aksayan konularla ilgili olarak m\u00fcd\u00fcrl\u00fck makam\u0131na bilgi vermek, raporlar haz\u0131rlamak.<\/li>\n<li>c) M\u00fcd\u00fcrl\u00fc\u011f\u00fcn g\u00f6rev alan\u0131na giren konularla ilgili olarak di\u011fer b\u00fcrolarla gerekli koordinasyonu sa\u011flamak.<\/li>\n<\/ol>\n<p>\u00e7) B\u00fcroda g\u00f6revli personelin izin planlar\u0131n\u0131 yaparak m\u00fcd\u00fcrl\u00fck makam\u0131na sunmak.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>(8) Proje Ruhsat B\u00fcrosunun G\u00f6revleri:<\/p>\n<ol>\n<li>a) Belediyeye sunulan mimari, statik, elektrik, makine tesisat, asans\u00f6r, \u0131s\u0131 yal\u0131t\u0131m vb. projeleri ilgili kanun ve y\u00f6netmelikler \u00e7er\u00e7evesinde inceleyerek onaylamak.<\/li>\n<li>b) Proje tescili yapmak.<\/li>\n<li>c) \u0130mar Kanununun 23. maddesi ile ilgili ili\u015fi\u011fini kesmek.<\/li>\n<\/ol>\n<p>\u00e7) \u0130mar Kanunu\u2019nun 26. Maddesi kapsam\u0131nda kamu kurum ve kurulu\u015flar\u0131na ait avan proje onaylar\u0131n\u0131 yapmak.<\/p>\n<ol>\n<li>d) Yap\u0131 izin belgesi d\u00fczenlemek.<\/li>\n<li>e) Yap\u0131 kullanma izin belgesini yap\u0131 denetim b\u00fcrosunun b\u00f6lge m\u00fchendisleri ile beraber inceleyip onaylamak.<\/li>\n<li>f) Vaziyet plan\u0131 onay\u0131 ve avan proje onay\u0131 yapmak.<\/li>\n<li>g) Yap\u0131 Ruhsat\u0131 B\u00fcrosunun g\u00f6revlerine ait evraklar\u0131n suret tasdikini yapmak.<\/li>\n<\/ol>\n<p>\u011f) Ruhsat temditlerini yapmak.<\/p>\n<ol>\n<li>h) Enerji kimlik belgesi kontrol\u00fc ve onay\u0131 yapmak.<\/li>\n<\/ol>\n<p>\u0131) Yap\u0131 ruhsatlar\u0131nda devir onay\u0131 yapmak.<\/p>\n<p>(9) Yap\u0131 Denetim B\u00fcrosu: Yap\u0131 denetim b\u00fcrosu b\u00fcro \u015fefi ve b\u00fcro \u015fefine ba\u011fl\u0131 olarak g\u00f6rev yapacak personelden olu\u015fur. Ta\u015fk\u00f6pr\u00fc il\u00e7esi s\u0131n\u0131rlar\u0131 i\u00e7erisinde yap\u0131lacak ve mevcut in\u015faatlar\u0131n ruhsat ve eklerine uygun olarak yap\u0131l\u0131p yap\u0131lmad\u0131\u011f\u0131n\u0131n denetlenmesi yap\u0131 denetim b\u00fcrosu taraf\u0131ndan yerine getirilir.<\/p>\n<p>(10) Yap\u0131 Denetim B\u00fcro \u015eefinin G\u00f6revleri:<\/p>\n<ol>\n<li>a) B\u00fcroda g\u00f6rev yapan t\u00fcm personelin g\u00f6revlerini kanun ve y\u00f6netmelik \u00e7er\u00e7evesinde yapmalar\u0131n\u0131 takip etmek, sevk ve idarelerini yapmak, aksakl\u0131klar\u0131 gidermek.<\/li>\n<li>b) B\u00fcro hizmetlerinin tam ve eksiksiz olarak zaman\u0131nda yerine getirilmesini sa\u011flayarak aksayan konularla ilgili olarak m\u00fcd\u00fcrl\u00fck makam\u0131na bilgi vermek, raporlar haz\u0131rlamak.<\/li>\n<li>c) M\u00fcd\u00fcrl\u00fc\u011f\u00fcn g\u00f6rev alan\u0131na giren konularla ilgili olarak di\u011fer b\u00fcrolarla gerekli koordinasyonu sa\u011flamak.<\/li>\n<\/ol>\n<p>\u00e7) B\u00fcroda g\u00f6revli personelin izin planlar\u0131n\u0131 yaparak m\u00fcd\u00fcrl\u00fck makam\u0131na sunmak.<\/p>\n<p>(11) Yap\u0131 Denetim B\u00fcrosunun G\u00f6revleri:<\/p>\n<ol>\n<li>a) 3194 say\u0131l\u0131 \u0130mar Kanunu, 4708 say\u0131l\u0131 Yap\u0131 Denetimi Hakk\u0131ndaki Kanun h\u00fck\u00fcmlerine ve ilgili y\u00f6netmeliklere g\u00f6re in\u015faatlar\u0131n ruhsat ve eklerine uygun olarak yap\u0131l\u0131p yap\u0131lmad\u0131\u011f\u0131n\u0131 denetlemek.<\/li>\n<li>b) Ruhsat ve eklerine ayk\u0131r\u0131 olarak veya ka\u00e7ak olarak yap\u0131lan yap\u0131lar\u0131 tespit ederek gerekli yasal i\u015flemleri yapmak.<\/li>\n<li>c) Ka\u00e7ak olarak yap\u0131lan yap\u0131lar\u0131n Belediye enc\u00fcmeni taraf\u0131ndan y\u0131k\u0131m karar\u0131 al\u0131nd\u0131ktan sonra y\u0131k\u0131m\u0131n\u0131 yapmak veya yapt\u0131rmak.<\/li>\n<\/ol>\n<p>\u00e7) Yap\u0131 denetim b\u00fcrosunun g\u00f6revlerine ait evraklar\u0131n suret tasdikini yapmak.<\/p>\n<ol>\n<li>d) \u0130n\u015faatlar\u0131n i\u015fyeri teslim tutana\u011f\u0131, temel \u00fcst\u00fc vizesi, hakedi\u015f, seviye tespitleri ve i\u015f bitirme belgesini onaylamak.<\/li>\n<li>e) Bay\u0131nd\u0131rl\u0131k ve \u0130sk\u00e2n Bakanl\u0131\u011f\u0131 yap\u0131 denetim sistemi \u00fczerinden, yap\u0131 denetim firmalar\u0131n\u0131n, 4708 Say\u0131l\u0131 Yap\u0131 Denetim Kanunu do\u011frultusunda her t\u00fcrl\u00fc i\u015flemlerinin takibi ve onay\u0131n\u0131 yapmak.<\/li>\n<li>f) \u0130\u015f deneyim belgeleri ve sicil belgelerini d\u00fczenlemek.<\/li>\n<li>g) Mevcut yap\u0131larla ilgili ruhsat taleplerinde yap\u0131n\u0131n imar mevzuat\u0131na ve sunulan projelere uygunlu\u011funu denetlemek, bu konuda yap\u0131 ruhsat\u0131 b\u00fcrosuna gerekli bilgileri vermek.<\/li>\n<\/ol>\n<p>\u011f) Ruhsatl\u0131 olarak devam eden in\u015faatlarda tadilat ruhsat\u0131 almay\u0131 gerektirmeyen de\u011fi\u015fiklikleri proje \u00fczerine i\u015fleyerek onaylamak.<\/p>\n<ol>\n<li>h) Yap\u0131 kullanma izin belgesini, proje ruhsat b\u00fcro teknik elemanlar\u0131 ile beraber inceleyip onaylamak.<\/li>\n<\/ol>\n<p>\u0131) \u0130l\u00e7e s\u0131n\u0131rlar\u0131 i\u00e7inde imar mevzuat\u0131yla ilgili Bakanl\u0131k, Valilik ve B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkanl\u0131\u011f\u0131 ve Mahkemelerin taleplerini mahallinde ve imar i\u015flem dosyas\u0131nda inceleyerek cevapland\u0131rmak.<\/p>\n<ol>\n<li>i) Arazide imar hareketlerini takip ederek yap\u0131lar\u0131n mahallinde denetimini ve projelerini uygunlu\u011fu ile ilgili yaz\u0131\u015fmalar\u0131 yapmak, gerekli hallerde ruhsat iptaline gitmek.<\/li>\n<li>j) B\u00f6lge m\u00fchendisleri sorumluluk alanlar\u0131 i\u00e7erisindeki yerlerde yeni ba\u015flayan, yar\u0131m kalan, devam eden, biten in\u015faatlar\u0131 rapor halinde kay\u0131t alt\u0131na almak.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>k) Yanan y\u0131k\u0131lan yap\u0131lar ruhsat\u0131 d\u00fczenlemek.<\/li>\n<\/ol>\n<p>(12) Kalem B\u00fcrosu: Kalem b\u00fcrosu b\u00fcro \u015fefi ve b\u00fcro \u015fefine ba\u011fl\u0131 olarak \u00e7al\u0131\u015facak personelden olu\u015fur. \u0130mar ve \u015eehircilik M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn yaz\u0131\u015fma ve evrak giri\u015f \u00e7\u0131k\u0131\u015f i\u015flemleri kalem b\u00fcrosu taraf\u0131ndan y\u00fcr\u00fct\u00fcl\u00fcr.<\/p>\n<p>(13) Kalem B\u00fcrosu \u015eefinin G\u00f6revleri:<\/p>\n<ol>\n<li>a) B\u00fcroda g\u00f6rev yapan t\u00fcm personelin g\u00f6revlerini kanun ve y\u00f6netmelik \u00e7er\u00e7evesinde yapmalar\u0131n\u0131 takip etmek, sevk ve idarelerini yapmak, aksakl\u0131klar\u0131 gidermek.<\/li>\n<li>b) B\u00fcro hizmetlerinin tam ve eksiksiz olarak zaman\u0131nda yerine getirilmesini sa\u011flayarak aksayan konularla ilgili olarak m\u00fcd\u00fcrl\u00fck makam\u0131na bilgi vermek, raporlar haz\u0131rlamak.<\/li>\n<li>c) M\u00fcd\u00fcrl\u00fc\u011f\u00fcn g\u00f6rev alan\u0131na giren konularla ilgili olarak di\u011fer b\u00fcrolarla gerekli koordinasyonu sa\u011flamak.<\/li>\n<\/ol>\n<p>\u00e7) B\u00fcroda g\u00f6revli personelin izin planlar\u0131n\u0131 yaparak m\u00fcd\u00fcrl\u00fck makam\u0131na sunmak.<\/p>\n<p>(14) Kalem B\u00fcrosunun G\u00f6revleri<\/p>\n<ol>\n<li>a) M\u00fcd\u00fcrl\u00fc\u011fe gelen ve giden b\u00fct\u00fcn evraklar\u0131 kaydetmek, m\u00fcd\u00fcrl\u00fck \u00e7al\u0131\u015fmalar\u0131 ve ihtiya\u00e7lar\u0131 ile ilgili kurum i\u00e7i ve kurum d\u0131\u015f\u0131 yaz\u0131\u015fmalar\u0131 yapmak, da\u011f\u0131t\u0131m\u0131n\u0131 dosyalar\u0131n\u0131n tanzimini yapmak.<\/li>\n<\/ol>\n<p>\u00e7) Ar\u015fiv ile gerekli koordinasyonun sa\u011flayarak evrak, dosya ve taleplerin ilgili personele ula\u015ft\u0131r\u0131lmas\u0131n\u0131 ve m\u00fcd\u00fcrl\u00fck i\u00e7erisinde gizlilik ve g\u00fcvenliklerini sa\u011flamak.<\/p>\n<ol>\n<li>d) M\u00fcd\u00fcrl\u00fc\u011f\u00fc ilgilendiren konularda vatanda\u015flardan gelen sorulara cevap ve bilgi vermek.<\/li>\n<li>e) Evraklar\u0131 say\u0131sal ortama (dijital ar\u015five) aktarmak.<\/li>\n<li>f) Malzeme ve demirba\u015flar\u0131 teslim almak, teslim etmek ve kontrollerini yapmak.<\/li>\n<li>g) M\u00fcd\u00fcrl\u00fck ihtiya\u00e7 ve harcamalar\u0131 ile ilgili mali kay\u0131tlar\u0131 tutmak, avans almak ve mahsuplar\u0131n\u0131 yapmak.<\/li>\n<\/ol>\n<p>\u011f) Hakedi\u015f raporlar\u0131n\u0131 ve \u00fcst yaz\u0131s\u0131n\u0131 m\u00fcd\u00fcr veya vekilinin onay\u0131ndan sonra Mali Hizmetler M\u00fcd\u00fcrl\u00fc\u011f\u00fcne ula\u015ft\u0131rmak.<\/p>\n<ol>\n<li>h) Belediye Ba\u015fkanl\u0131\u011f\u0131n\u0131n Merkez ayniyat birimi ile m\u00fcd\u00fcrl\u00fck aras\u0131ndaki ayniyat i\u015flemlerini y\u00fcr\u00fctmek; bunun i\u00e7in uygun g\u00f6r\u00fclen eleman\u0131n g\u00f6revlendirilmesini temin etmek.<\/li>\n<\/ol>\n<p>\u0131) Belediyenin faaliyet alan\u0131na giren konularla ilgili olarak yap\u0131lan yasa ve y\u00f6netmelik de\u011fi\u015fikliklerini, belediye enc\u00fcmeni ve belediye meclisi kararlar\u0131n\u0131 takip etmek, m\u00fcd\u00fcr ve personelin bilgisine sunmak.<\/p>\n<ol>\n<li>i) Meclis ve enc\u00fcmen toplant\u0131lar\u0131n\u0131n g\u00fcndemlerini takip etmek ve m\u00fcd\u00fcrl\u00fc\u011f\u00fcn bu g\u00fcndeme al\u0131nmas\u0131 gereken evraklar\u0131n\u0131n zaman\u0131nda haz\u0131rlanmas\u0131n\u0131 sa\u011flamak.<\/li>\n<li>j) B\u00fcro i\u00e7i g\u00f6revli personelin hasta, izinli vb. olmas\u0131 halinde i\u015flerin aksamayacak \u015fekilde y\u00fcr\u00fcmesini temin etmek.<\/li>\n<li>k) M\u00fcd\u00fcrl\u00fck makam\u0131 taraf\u0131ndan uygun g\u00f6r\u00fclen, m\u00fcd\u00fcrl\u00fck i\u00e7i yaz\u0131\u015fmalar ve di\u011fer i\u015fleri takip etmek.<\/li>\n<li>l) M\u00fcd\u00fcrl\u00fc\u011fe ait evraklar\u0131n suret tasdikini yapmak.<\/li>\n<li>m) Harcama yetkilisi olup, yapmalar\u0131 zorunludur. M\u00fcd\u00fcr taraf\u0131ndan ilgili personele havale edilir. Personel evrak\u0131n gere\u011fini zaman\u0131nda ve noksans\u0131z yapmakla y\u00fck\u00fcml\u00fcd\u00fcr.<\/li>\n<li>b) Evraklar ilgili personele zimmetle ve imza kar\u015f\u0131l\u0131\u011f\u0131 da\u011f\u0131t\u0131l\u0131r. Gelen ve giden evraklar ilgili kay\u0131t defterlerine say\u0131lar\u0131na g\u00f6re i\u015flenir, d\u0131\u015f m\u00fcd\u00fcrl\u00fck evraklar\u0131 yine zimmetle ilgili M\u00fcd\u00fcrl\u00fc\u011fe teslim edilir.
